LEPC Minutes, September 30, 2008
The Oxford
County Local Emergency Planning Committee met on Tuesday September 30, 2008 at
Oxford County EOC in South Paris. The following were in attendance:

I. Call to Order
The meeting was called to order at 4:04 pm by Chairman Scott Parker.
II. Approval of Minutes
Brad Frost moved to accept the minutes and Dick Knight seconded the
motion. Vote: Approved
III. Old Business
NIMSCAST – 12 out of 36 towns had rolled up to the County to be
eligible for NIMS compliancy.
IV. New Business
a. Treasurers Report
Brad Frost motioned to accept the Treasurers Report and Dick Knight
seconded the motion. Vote: Approved
b. Chemical Spill Report
No questions on the spill report.
c. Training Scheduled for
August/September
Several OPS Refreshers scheduled throughout the County. Full Scale
Exercise will be held on the 11th of October.
d. Exercise Programs –
2008 Western Maine Regional Exercise
Exercise is still on schedule for the 11th of October.
Approximately 150-175 people are expected to attend the exercise in Canton.
e. Exercise Programs– EHS
Facilities
NewPage – Table Top was completed and much information was
passed along between agencies. The TTX incorporated schools, Town Mangers,
hospital personnel, Fire, EMS and Law Enforcement.
Hebron Academy – Another successful Table Top was conducted at
Hebron, bringing together faculty, staff and first responders. Much discussion
revolved around the past incident, and around how the Hazmat teams would
approach the anhydrous ammonia system and where students should be transported
to in the event of an evacuation.
f. Robert Gardner-SERC
Update
The SERC is challenging the LEPC’S to collect one new facility each month
from their county. The State is trying to get one new facility each week. If
everyone meets this challenge, this would be an addition of 244 new facilities
and approximately $25,000.00 in fees to the State. The SERC is working on
reconciling differences in State/County EHS facilities and looking at difference
in reporting over the years, such as why some facilities are reporting one year
and not another. The hazardous materials conference in 2009 will be a merge of
SERC and MEMA, since they would generally be speaking to the same audience. The
SERC would also like to recognize facilities, and the LEPC suggested creating
some sort of nomination form for outstanding facilities.

Oxford County Tier II Reporting Update
The 2008 Reporting Year Cycle starts on October 1, where registration
forms and fees are due. The County is identifying new facilities to add to the
list to get them to start reporting.
h. CAMEO TTT
CAMEO Train the Trainer will be held at the end of October. It will be
basically a review of the program with a test at the end for potential
instructors to take to get certified.
i. CERT Jamboree
96 people attended from 9 counties. Next year they would like to offer more
advanced classes, Search and Rescue, Wilderness First Aid, First Aid & CPR, and
Pet Sheltering Workshop.

Oxford County EMA will be hosting the next meeting at the County EOC on
November 25th at 4 pm
