LEPC Minutes, 25 September 2007

The Oxford County Local Emergency Planning Committee met on Tuesday September 25, 2007 at Hebron Academy. The following were in attendance:

I. Call to Order
The meeting was called to order at 4:00pm by Scott Parker.

II. Approval of Minutes
Jamie Robinson moved to approve the minutes of the July 31st meeting. Brad Frost seconded the motion. Vote: approved.

III. Old Business
a. Bethel Disaster

Scott reported that the Bethel and Newry area will have two million dollars from the federal government to fix the damage to the town’s water supply from the Patriot’s Day storm. This disaster highlighted the importance of having both a local EMA as well as a local Fire Chief, as opposed to a dual-titled position.

IV. New Business

a. Treasurers Report
Bruce Peters moved to approve the report and Dennis Gray seconded the motion. Vote: approved.

b. Chemical Spill Report
Members looked over the lists and noted differences in the RCC list and the one from the DEP.

c. Training Scheduled for September / October
Scott noted that there will be a drill in SAD 72 in February. If anyone knows of more training that should be included on this list, please contact the EMA office.

d. Exercise Programs - OHCHS Drill
Brad Frost reported that all went well at Incident Command but a few more channels would help with communications. Mark Eastman would like to plan for another drill in 2009.

e. Exercise Programs - Tri-County 2008 Exercise
We have held several planning meetings and will hold the table top on October 20th at Canton Fire.

f. Exercise Programs - EHF

Teresa put together an EHF facilities packet that details the date of the last plan review, last exercise, future exercises and the status of their plan.

g. EHF Fact Sheet
Lists types and amounts of each hazardous substance at each EHS facility within the county.

h. EHF Response Capabilities
NewPage Regional Response Team, Bridgton Regional Response Team, Oxford County Decontamination Strike Team, Androscoggin Cobra Team, Brownfield Hazmat Cache, Otisfield Hazmat Cache, and Bethel Hazmat Cache.

i. NIMS
The group was reminded that the deadline for NIMS compliance is September 30, 2007. Each municipality must be NIMS compliant to receive future federal funding. Compliance includes a resolution, assessment, metric, training and an up-to-date plan.

j. Tier II Training
Emergency Planning Community Right to Know Act Reporting Workshops will be held in December, January and February.

k. Location and Timing of Next Meeting
The next meeting will be held at Stephens Memorial Hospital November 27, 2007 at 4pm.

l. Adjournment
The meeting adjourned at 5:15 PM.
