LEPC Minutes, November 27, 2007

The Oxford County Local Emergency Planning Committee met on Tuesday November 27, 2007 at Paris Fire Department. The following were in attendance:

I. Call to Order
The meeting was called to order at 4:00 by Chairman Scott Parker.

II. Approval of Minutes
Bruce Peters moved to accept the minutes and Dennis Gray seconded the motion. Vote: approved.

III. Old Business
a. NIMS

Scott Parker reports that as many as 60 percent of Oxford County towns are not NIMS compliant. NIMS compliance is tied to federal grant dollars. There is a comprehensive list of grants tied to NIMS compliancy on the EMA website at http://www.megalink.net/~oxctyema/nims.htm . Compliance also affects a municipalities HazMat training eligibility.

IV. New Business

a. Treasurers Report
Mike Hatch moved to accept it and Brad Frost seconded the motion. Vote: approved.

b. Chemical Spill Report
Members checked the spill report provided by Kara Walker of the DEP. There was no report from the RCC. Kara mentioned that the spill reports are available online. Mike Hatch reports that there have been five or six acid bombs recently in and around Fryeburg. Brad Frost will look into getting some training on that type of hazmat incident.

c. Training Scheduled for September / October
Mike Hatch reports fewer Operations level members are being trained. 

d. Exercise Programs - SAD 72 Drill
SAD 72 tabletop is scheduled for January 8, 2008 at 10am.

e. Exercise Programs - Western ME Regional 2008 Exercise

f. Exercise Programs - EHF
The timeline has tentative dates for NewPage, Verizon and Hebron Academy drills.  

g. EPCRA / Tier II Training
There are workshops scheduled in December, January and February for anyone interested in attending. They are listed online at http://www.megalink.net/~oxctyema/compliance.htm   

h. Oxford County Tier II Report
A list of 2004, 2005 and 2006 Tier II reporting facilities was provided. 

i. Membership - Teresa Inman
Scott Parker moved to approve Teresa Inman's request for membership. Bruce Peters seconded the motion. Vote: approved. 

j. Election of Secretary and Vice Chairperson
Scott Parker nominated Teresa Inman for Secretary. Bruce Peters seconded the nomination. Vote: approved.

Brad Frost nominated Michael Hatch for Vice Chairperson. Allyson Hill seconded the nomination. Vote: approved. 

k. State Communications Interoperability Planning Grant / Consultant
MEMA created a plan to be eligible for this program last summer. Currently, a sub-committee meets monthly to fine tune the plans. Eighty percent of the six million federal dollars will go to the county level and below. Scott would like to see the funding start and end with the county budget cycle. Jim Miclon is looking into hiring a consultant to coordinate county and local communications. 

l. LEPC recruitment / Yearly Attendance
We reviewed the attendance record of the past year and membership list including the list of those types of persons who should be on the committee. Those who have not been attending will receive letters questioning their intent. 

m. 2008 Meeting Schedule
We were given the dates of the meetings next year and a copy of the EPCRA legal notice.
These will be posted on the website. The Legal Notice will be posted in the local papers in early January.

Bruce Peters spoke about the Red Cross Hot Flash Alert system and Red Cross response to house fires. He strongly encourages Fire Chiefs to call them to help displaced families.  

Brad Frost will look into training about how to respond to acid bombs and white powder calls. 

Dick Knight reported on weather spotter training and the Automatic Position Reporting System that can automatically transmit the weather conditions to the NWS.  

Ray Seames hopes to get the northern part of the county up to date with Hazmat training.  

n. Location and Timing of Next Meeting
Stephens Memorial Hospital board room will be the site of the next meeting on January 29, 2008 at 4pm. 

o. Adjournment
Dick Knight moved to adjourn. Allyson Hill seconded the motion. Meeting adjourned at 5:28 PM.
