LEPC Minutes, 30 May 2006

The Oxford County Local Emergency Planning Committee met Tuesday May 30, 2006 at Stephens Memorial Hospital in Norway Maine. The following members were in attendance.

I. Call to Order

The meeting was called to order by Russ French at 11:04 AM.

II. Approval of Minutes

Brad Frost Moved to accept the minutes of the meeting of March 28, 2006. Dean Milligan seconded the motion. Vote: Approved.

III. Old Business

None.

IV. New Business

a. Treasurers Report

It was moved by Mike Hatch that the Treasurers report be accepted. Kathy Bonney seconded the motion. Vote: Approved.

b. Chemical Spill Report

The spill report was reviewed by the members. Judy Knight pointed out the spill at Cumberland Farms in Norway has a Bridgton address that is the address of the person who reported it. Kara informed the members about the DEP toll free numbers to report spills and leaks.

c. Training Conducted in April and May

Report of training completed.

d. Training Scheduled for June/July

Mike Hatch added a couple more classes to the list. An Awareness Refresher in Harrison at 6:30 PM June 13 taught by Mike Hatch and a full Awareness class June 21 at Kezar Falls at 6:30 PM.

e. County 2006/2007 Exercise Status

A list of goals were reviewed of the table top scheduled for August 5 at 8:30 AM at the expo building at the Fryeburg fair grounds.

f. Rumford Hospital HazMat Drill 30 May

Scott explained the Rumford HazMat Drill.

g. NOMA HazMat Drill

Ray Seames was not present to explain the September drill.

h. HazMat Conference 31 May/ 1 June in Waterville

A copy of the brochure from MEMA was handed out.

i. Maine State DEP HazMat Section Capabilities

Kara Walker from DEP explained the “yellow truck” and its’ supplies and features. She also explained how calls to DEP offices are routed to the proper person.

j. County Card Identification System

Scott Parker reports the ID system has been purchased and needs to be set up.

k. IMAT program being developed

Scott explained the training for first responder leadership.

l. County IMAT vehicle training program being developed

Dean Milligan explained he has made a power point presentation to train users of the IMAT vehicle. Training dates and times to be announced. Scott reports the Command Vehicle from York County can also be used in Oxford County.

m. NIMS Implementation Status (4 months to go)

Scott Parker reports the NIMCAST Compliance is not going well. Paris is the only town to complete the 72 questions so far. NIMS 700 is going well. Several hundred completed it already.

n. County EOP status (HazMat annex and Pandemic annex)

County EOP is in final stages according to Scott and hopes to be done by August first. Scott reports that there will be public forums about the potential bird flu in the near future.

o. Cert Team Status and Training

Fryeburg Cert team has three more classes and wants to train for shelter work according to Mike Hatch. He also reports that Sacopee Valley High School adult education will include CERT training in the fall.

p. County EMA Website (worth checking weekly)

The EMA website has lots of new links, Fire Department resources and public info.

q. County Resource Information (Fire Departments)

Scott would like the fire chiefs not in NOMA (Northern Oxford Mutual Aid) to fill out the information request and e-mail it back to the EMA office.

r. Next meeting

July 25th meeting will be at New Page EOC in Rumford at 11am.
