LEPC Minutes, 29 May 2007

The Oxford County Local Emergency Planning Committee met at 4:00pm Tuesday May 29, 2007 at New Balance in Norway. The following were in attendance:

I. Call to Order
The meeting was called to order by Scott Parker at 4:05 PM.

II. Approval of Minutes
Elisha Hodgkins moved to accept the minutes from the March 27th meeting. Russ French seconded. Vote: approved.

III. Old Business
Mike Hatch spoke about the intensive CAMEO training he attended in Boston. Mike is planning on following up this training later this summer.

IV. New Business
a. Treasurer’s Report

Elisha Hodgkins moved to approve the Treasurers report. Russ French seconded. Vote: approved.

LEPC members were asked to review a letter of request to Robert McAleer the Director of Maine Emergency Management Agency (MEMA) and the State Emergency Response Commission (SERC). This is a new annual requirement where we must submit a budget request for the upcoming year to the SERC for approval. For 2008 we have requested $1950 per quarter totaling $7800 for the year. Ray Seames moved to accept the request with the understanding that negotiations may need to take place and granting Scott the go ahead to make those negotiations. Elisha Hodgkins seconded. Vote: approved.

DST funding must be requested each fall as part of the Homeland Security Grant program, but due to miscommunication there has not been a request for the past two years. With this knowledge, we are preparing to make a request when the grant period opens up. In the meantime, it was requested that the LEPC fund training at a maximum $1800 for the remainder of 2007. Ray Seames moved and Elisha Hodgkins seconded a one time LEPC funding of no more than $1800 for training through December 2007. Vote: approved. Rich Hatch will update the LEPC on the funds spent.

b. Chemical Spill Report
Two spills were reported to the EMA office. Communication of spill reports is not happening with the efficiency and accuracy that it has in the past and will be looked into to see how to right the situation. Kara Walker reports that the DEP is receiving spill reports. Scott asked her to bring her list to the next meeting to compare to the RCC list. Kara gave the group details of the 200 gallon heating oil spill in an Oxford basement that was pumped out by a sump pump and into an adjacent stream. Talk also focused on the New Page incident and communications between the mill and first responders.

c. Training Scheduled for May/June
The schedule was reviewed and Mike Hatch advised of additions to the list.

d. Exercise Programs - Fryeburg Full Scale Exercise
The AAR will be held May 30, 2007 at 7pm at Fryeburg Fire. The exercise pointed out the need for more MCI training. It was mentioned that person(s) in charge of ambulances were unclear about where patients were going.  

e. Exercise Programs - Rumford River Valley Drill
Drill will be on Sunday, June 3 from 12pm-4pm.

f. Half-time Position-FD/Spillman support
There will be a meeting Thursday June 7th to plan recommendations to the Commissioners at their June meeting regarding the HLSG Spillman grant received in 2006.

g. New EMA position
Scott reports the duties for the new position should include CAMEO, Tier II reporting, Exercises, and the updating of the County EOP. We are currently scheduled to interview five candidates. Closing date for receiving resumes is May 30th.

Scott opened the floor to members with news to share. Jamie reports that Railroad Tank Car Training will be taking place in Auburn on August 25th. The three hour class will be held at 8:30am and again at 1pm and is open to 20 students at no cost. Scott agreed with Jamie that a tank car drill would be a good idea for 2009. 

Michael Hughes from Hebron Academy tells us that construction on a new field house will begin soon.

Brad Frost reports that the new ladder truck in Paris is in service.

h. Location and Timing of Next Meeting
The next meeting will be July 31, 2007 at 4pm, the tentative location: NewPage EOC.

i. Adjournment
The meeting adjourned at 5:47pm.
