LEPC Minutes

The Oxford County Local Emergency Planning Committee met on Tuesday May 27, 2008 at the Oxford County EOC in South Paris. The following were in attendance:

I. Call to Order
The meeting was called to order at 4:04 PM by Chairman Scott Parker.

II. Approval of Minutes
Jamie Robinson moved to accept the minutes and Michael Hatch seconded the motion. Vote: Approved

III. Old Business
a. NIMS

New NIMS Matrix has been adopted by the State and will be the guideline for training and compliancy. A ICS 300 Class will likely be scheduled in August for those who need to take it to become compliant.

IV. New Business

a. Treasurers Report
Brad Frost motioned to accept the Treasurers Report and Bruce Peters seconded the motion. Vote: Approved

b. Chemical Spill Report
No questions about the spill report.

c. Training Scheduled for June/July August
The Rumford Valley Drill will be on June 1 at Rumford Power Associates. This drill will cover their yearly exercise requirement that is mandated on all EHS Facilities. Michael Hatch will be attending the Advanced Cameo class in Boston and he will also attend the One Plan training along with Teresa Inman. 

d. Exercise Programs – SAD 72 Drill/June
Drill has been rescheduled until the 24 of June. Anyone who wishes to observe is invited to attend. The school district has created a school plan collectively and has involved a variety of players. All school districts have showed an interest in doing some form of drill but need to schedule one.

e. Exercise Programs – Western Maine Regional 2008 Exercise
Incident Command training as well as work with communications will need to be worked on since completing the Functional portion of the exercise. Some issues did come up during the exercise, but will be lessons to learn from.

f. Exercise Programs– EHS Facilities
The Table Top for NewPage is scheduled for August and meetings will soon begin for planning. Hebron Academy has just scheduled their Table Top for in September.

g. Exercise Programs – 2009/2010 Schedule
The plan for the next year will be a Full Scale exercise in the center of the county, a cross border Table Top with New Hampshire involving a dam breach, and a cross county exercise that will go into 2010 that may involve a wildfire scenario.

h. Membership – Chris Moretto, Med-Care Ambulance
His membership letter was given to the group and it was approved to accept him as a member. This will now be moved up to the SERC for vote.

i. Oxford County Tier II Reporting Update
Tier II reporting has increased by 26% in the last year, which has also increased our LEPC stipend amount. A list of new facilities is still be gathered, and letters will be sent out with the state letters in the fall informing new facilities of the requirements and reminding current facilities of the reporting cycle. A class will be held in the Fall before Inventory Fees are due to go over EPCRA and the reporting laws for everyone who may not be familiar with them. A workshop will be held before Tier II reports are due to assist with reporting.

j. EHS Plan Checklist
The checklist outlines the requirements of the contents of facility plans and breaks them down by laws. Plan reviews for EHS Facilities will begin again in the Fall.

k. CAMEO
Facilities have be plotted and linked to their reports in the CAMEO system. The software has been placed on the IMAT Truck and on Hazmat team computers. Mush interest in the program has been show throughout the county, and classes may be in the works for training.

l. PSIC/SCIP Public Safety Interoperable Communications Grant
The County will be switching to narrowband with a grant. Narrowband communication will be in place by 2013. Only NIMS compliant towns will be eligible to apply and applications must be in to the County EMA by July 1. 

m. FCC Narrow Banding Requirements
County Prime and Fire will be switching to Narrowband, EMA has packets available with information on the narrowband switch. 

n. CERT Jamboree
The Jamboree will be held in September and will cover basic CERT Training, IC Classes, some more advanced classes for members and animal response classes. 

o. Location and Timing of Next Meeting
Paris Fire Department will be hosting the next meeting on July 29th at 4pm

p. Adjournment

Brad Frost motioned to adjourn the meeting. Bruce Peters seconded the motion. Meeting Adjourned at 5:15 PM
