LEPC Minutes, November 24, 2009
The Oxford County Local
Emergency Planning Committee met on Tuesday November 24, 2009 at Stephens
Memorial Hospital in Norway. There was not a quorum, therefore all agenda
items were reviewed by attendees. The following were in attendance:

I. Call to Order
The meeting was called to order at 4:03pm by Chairperson Teresa
Inman.

a. Treasurers Report
Treasurers’ report was not approved due to lack of quorum.
b. Chemical Spill Report
Report provided by Kara Walker, DEP
c. Training Scheduled for October/November
Training schedule was discussed by the group.
d. Exercise Programs – Statewide EOC Exercise
Exercise was conducted on October 29, 2009 with the State and 16 counties
participating. Oxford County had two shifts through the exercise and had
participants from EMA, ARES, ARC, Maine Forest Service, County Commissioners,
County Administrator, and RCC. The exercise was based on an Ice Storm scenario
and was a valuable learning experience for EOC operations.
e. Exercise Programs – EPA Tabletop at Rumford Power
The exercise was hosted in conjunction with EPA Region 1 out of
Boston and FEMA Region 1. The scenario was a truck delivering anhydrous ammonia
to the plant when it hits a patch of ice and goes off the road, creating a fist
size hole where the chemical leaked out. The last exercise conducted at Rumford
Power was more hands on and focused mostly on decontamination. This year
participants focused more on citizen evacuation/sheltering in place and road
closures. Participants included Rumford Hospital, Rumford Police Department,
Rumford Fire Department, MSAD #43, RRT #10, DEP, EMA, RCC and MEMA. EPA was
impressed with the capabilities within the small group that participated.
f. Exercise Programs -- 2010 Wildland-Urban Interface
Exercise
Exercise will be between Oxford, Cumberland and York Counties. Ray
Lussier will be planning the exercise and it will consist of a table top and
functional exercise and will use a scenario similar to the 1947 wildfire. The
table top will be in April or May and the functional in October or November.
g. Three-year Exercise Plan
A proposal for a three year exercise cycle is required by MEMA and we
must present a 3 year plan of proposed exercises in order to receive funding
from the State. Sheltering will likely be included in all our major drills.
h. Hurricane Preparedness Course, January 25-29, 2010
Asking for $300.00 to cover mileage, food costs, and parking fees for
Teresa Inman to attend course. A vote was taken via e-mail and was approved.
i. Tier II Update
Last two reports were received from McDonald’s which makes Oxford
County 100% compliant for Reporting Year 2008. This year all fees and the report
will be due on March 1st and payments may now be made via credit card
for fees.
j. H1N1 Update
Looking at new protocol for N-95 masks and the shortage of masks.
Some regional clinics are in the planning stages.
k. Elect Secretary
Was not voted on due to lack of quorum. Will be voted on at the
January meeting.
l. Elect Vice Chairperson
Was not voted on due to lack of quorum. Will be voted on at the January meeting.
m. Location and timing of next
meeting
The next meeting will be held on January 26, 2010 at 4pm at the
Oxford County EMA EOC located in the basement of the County Courthouse in South
Paris.
