LEPC Minutes, 27 March 2007

The Oxford County Local Emergency Planning Committee met on Tuesday March 27, 2007 at the Oxford County RCC in South Paris. The following were in attendance:

I. Call to Order

The meeting was called to order at 4:02pm by Chairman Scott Parker.

II. Approval of Minutes

Elisha Hodgkins made a motion and Darlene Glover seconded the motion to accept the minutes from the January 30th meeting. Vote: Approved.

III. Old Business

a. 3-day CAMEO class funding.

Mike Hatch received the scholarship to attend the 3-day Basic CAMEO training in Boston on March 26, 27 and 28th. Additionally, Mike is now working at Stephens Memorial Hospital as the new Safety and Security Manager.

b. Fire Extinguisher Training - Bullex Update

Mexico Fire received the new Bullex trainer and has begun training classes for use of the equipment. Brad Frost has also submitted a grant for a Bullex trainer and is waiting to hear the results.

IV. New Business

a. Treasurers Report

A budget request is required to be submitted to the SERC by July 1 for the remainder of 2007. Scott and Allyson will be preparing a letter for LEPC members to review prior to submission to the SERC. Elisha Hodgkins moved to approve the report and James P. Miclon seconded the motion. Vote: approved.

b. Chemical Spill Report

Members looked over the latest report which detailed two spills for a total of three for the year reported to the EMA / LEPC. Seven were reported to the RCC. The reasons for this discrepancy were illustrated and discussed.

c. Training Scheduled for April / May

The schedule was reviewed by the members. Rumford Fire has modified their requirements for their firefighters. Rumford Fire will now train to Operations level to support the forty Technician level individuals at NewPage. Ray Seames explained the protocol for the deployment of the NewPage Regional Response Team.

d. Exercise Programs - Functional, Rumford Valley Drill, OHCHS

The Rumford Hospital drill has become the Rumford Valley Drill by expanding the scope and department involvement. Oxford Hills Comprehensive High School drill is on track. There will be a tabletop prior to the event in September.

e. Planning - EHS Facilities (Annual Drills / Plan Update) EOP’s

Paris Farmers Union has been removed from the Oxford County list of EHS Facilities, thereby removing the requirement of providing the LEPC with an updated plan annually. One of the responsibilities of the new EMA employee will be to oversee EHS facilities in planning and drills.

f. LEPC Funding for half-time Position -FD/Spillman support

We have received the funds to support this 19 hr/wk position, but due to complications the individual has not begun compiling and entering this data.

g. New EMA Position - 1 July (Update workspace)

An ad will be placed in late April, we will begin interviewing for the position in May, and then in June the applicant will need to be approved by the Commissioners for a July 1 start.

h. Decon Strike Team #4

A Strike team committee is reviewing previous agreements and deployment procedures and is working to change the organization of this team.

i. New MEMA/SERC Director-Robert McAleer

The new Director of MEMA will be visiting the EMA office on March 29th and will be introduced to the County’s capabilities via a show and tell in the lower parking lot of the Courthouse Facility. We will have the IMAT vehicle, MCI trailer, ARES Comm trailer and the DST Trailer.

Eric Lynes and Bruce Peters from the American Red Cross will be submitting paperwork to be eligible for voting membership.

Paris Fire is getting a new ladder truck soon. Brad Frost would like to plan a table top exercise on the new C. N. Brown propane tank sometime in the near future.

James Miclon is revising current plans to detailing back-up dispatch centers in Oxford and Rumford ready in case of evacuation of the South Paris facility.

Ray Seames commented that the 4pm meetings are preferred and easier to attend.

Mike Hatch will replace Kathy Bonney on the LEPC.

j. Location and Timing of Next Meeting

The next meeting will be at 4pm on May 29th at New Balance in Norway.

k. Adjournment

Darlene Glover made a motion to adjourn. Elisha Hodgkins seconded the motion. Vote Approved.
