LEPC Minutes, July 29, 2008

The Oxford County Local Emergency Planning Committee met on Tuesday July 29, 2008 at Paris Fire Department in South Paris. The following were in attendance:

I. Call to Order
The meeting was called to order at 4:03pm by Vice Chairman Michael Hatch.

II. Approval of Minutes
Allyson Hill moved to accept the minutes and Kara Walker seconded the motion. Vote: Approved

a. Treasurers Report
Chris Moretto motioned to accept the Treasurers Report and Brad Frost seconded the motion. Vote: Approved

b. Chemical Spill Report
Michael Hatch had questions about the spill in Bethel at a constructions site as to whether the contamination was new or if they would be able to continue to build at the site. Kara Walker will get us more information about the spill. The question was also asked about where to dispose of mercury and Kara informed us that Environmental Projects in Lewiston can dispose of it at a reasonable price

c. Training Scheduled for August/September
NewPage and Hebron Academy Table Tops are scheduled and will satisfy their yearly requirement to test their emergency plan. Teresa Inman will be giving a presentation to the SERC on September 16 about the activities of the LEPC. Stephens Memorial Hospital has also scheduled an evacuation drill for August 21. Another ICS 300 and 400 class will likely be scheduled in the spring.

d. Exercise Programs – 2008 Western Maine Regional Exercise
Planning for an Incident Command Class is in progress and will be held in mid-September. There is also going to be a small planning meeting for the exercise in August to go over message traffic and controller injects. Controller/Evaluator training will occur in September. The Final Planning Conference will be held a week or two before the exercise.

e. Exercise Programs– EHS Facilities
All EHS Facilities have been scheduled to exercise their plans this year and have been incorporated into the County’s Exercise Plan. The only exceptions to this are the FairPoint facilities, which have recently bought out Verizon. Plan reviews will be conducted in the next few months.

f. Exercise Programs – 2009 Western Maine Regional Exercise
This exercise will be conducted in two portions. The first portion will be the first responder response to a hazmat incident at the Oxford Plains Speedway. This will involve a Mass Casualty Incident and Mass Decontamination. The other portion will involve the setup of an acute care center for the hospital at OHCHS. There will be two Table Tops and the Full Scale will be broken into two days.

g. Oxford County Tier II Reporting Update
RY2008 cycle will begin in October. A list is being gathered to identify new facilities in our counties which we will then invite to an informational workshop on the reporting process.

h. CERT Jamboree
The State has become involved in the planning process this year. We are expecting twice as many people as last year and there are classes scheduled into the evening on both days. There will also be credentialing for all members that attend.

i. Location and Timing of Next Meeting
Oxford County EMA will be hosting the next meeting at the County EOC on September 30th at 4pm

j. Adjournment
Brad Frost motioned to adjourn the meeting. Dick Knight seconded the motion. Meeting adjourned at 4:50pm
