June 21 Exercise Meeting Minutes

Let me start by thanking Canton Fire Chief and EMA for allowing use to use there fire station for the  June 21st meeting.

The following organizations were represented at the 1st 2008 Exercise Meeting at Canton.

Franklin County EMA, Androscoggin County EMA, Peru FC/RRT, Rumford     Fire, Canton Fire, NorthStar Ambulance, United Ambulance, Tri-Town Ambulance, RRC, Franklin Hazmat Team, Decon Strike Team, State Police, Androscoggin County Sheriff Dep., American Red Cross, DEP, Oxford County RCC

The next meeting will be 19 July at the Androscoggin EMA office in Lewiston at 5:00pm

We also discussed having the 16 August meeting via conference call, followed by the 20 September meeting at a meeting site in Franklin County possibly.

1. The structure for the next 17 months leading up to the exercise was laid out. Organizations must participate in the Table Top and Command Post/Functional prior to the full scale. Using the sports analogy…needs to have chalk talks (table top) and coaching meeting (Command Post/Functional) before playing a game (Full Scale). If we want to have some scrimmages during the pre season (Drills) we can.

We discussed having several drills, maybe one between the table top and another between the Command Post Exercise and Full Scale if organizations felt they needed them: focus of drill could be MCI, Hazmat Operations, Police Actions during a WMD event, Sheltering in place Nursing Homes, School Evacuation….I am sure there are other ideas out there.

Would like to meet hospital MCI annual exercise needs during full scale.

LET’S TALK ABOUT THEM BEFORE OR AT THE NEXT MEETING.

2. We also discussed possible training that would be available during this 17 month period.

    Ambulance/Rescue Department MCI training

    Leadership Training ICS 300

    Command Vehicle/IMAT Training

    Fire Department MCI training

3. Communications standards for all command vehicles and leadership (Six CONOPS Freq.’s, note link to frequencies on left)

Would like to have all organizations identify what they have and what they need.

4. What will be the roll of the County IMAT vehicles and the Androscoggin Command Vehicle?

5. Funding stipends were discussed. No backfill dollars only pre-agreed upon organization stipends to cover costs of event. We will not be hiring a contractor for this exercise, so there will be additional dollars available for stipend support. Information was supplied on what Oxford County EMA paid out during the Fryeburg Exercise in May 2007 for Ambulance services and Fire Department.

6. We determined that we need to include several other Rescue Organizations, Fire Departments, Dispatch Centers and ME DOT. I am working on getting them added to this email group.

7. We also asked organizations to determine what collective training objectives they would like to have rolled into this 17 month exercise window.
