LEPC Minutes, 31 July 2007

The Oxford County Local Emergency Planning Committee met at 4:00pm Tuesday July 31, 2007 at NewPage in Rumford. The following were in attendance:

I. Call to Order
The meeting was called to order by Brad Frost at 4:05pm.

II. Approval of Minutes
Brad Frost moved to accept the minutes of the May 29, 2007 meeting and was seconded by Bill Hussey. Vote: approved.

III. Old Business
For 2008 we requested $1950 per quarter totaling $7800 for the year. The SERC voted to fund Oxford County LEPC $1683.23 per quarter, totaling $6732.92 for the year. This amount comes from the funding formula devised by the SERC earlier this year. Rich Hatch is putting together the DST training budget for the next fiscal year as well as a training plan for September, October and November. In addition to the DST training budget, we are putting together requests for 2008 funding for CERT, IMAT, CART and our ARES team.

IV. New Business
Allyson introduced Teresa Inman, the new EMA Administrative Assistant who will focus on LEPC facilities, planning and exercises.

a. Treasurers Report
Mike Hatch moved to accept the report and Bill Hussey seconded the motion. Vote: approved.

b. Chemical Spill Report
On June 18th the Police Chief reported that ChemSafe determined that an old container of Ethylene Oxide was found and ChemSafe was not comfortable removing it. Scott called the DEP who dispatched John Woodard to the Dirigo Middle School in Dixfield. John determined that the State Bomb team should be called in to dispose of the materials. The State Bomb team arrived and took care of the situation.

One spill was received via the RCC, however Kara Walker from the DEP had a list of five spills in the county reported to her office in the same reporting period. Efforts to get all spills reported to all offices were discussed.

Brad Frost spoke of the Keiser Homes propane leak on July 20. All departments responded and reacted quickly and efficiently and the incident was “handled by the book”.

c. Training Scheduled for July / August / September
Mike Hatch mentioned another class that may happen in Casco.

d. Exercise Programs - Rumford River Valley Drill
Scott sent word that the drill on June 3rd had gone well.

e. Exercise Programs - OHCHS Drill
The tabletop for the Shooter Drill will be held on August 8th.  

f. Exercise Programs - Tri-County 2008 Exercise
The event will be held in Canton and will be a WMD mass casualty drill. Members were provided with a flyer with lists of groups from the different counties that will participate.

g. Half-time Position-FD / Spillman support
The RCC has taken responsibility for the Spillman project.

h. EHF Tabletop Exercise planning
Scott is hoping that sometime over the next 12 months we can organize some type of drill or exercise, preferably a tabletop with each of the extremely hazardous facilities within Oxford County. Scott will happily facilitate each of these exercises.

i. State of Disaster in Bethel
Governor Baldacci has asked for a disaster declaration and is still waiting for word from the federal government. Under the current circumstances a treatment facility will have to be built in Bethel. Thankfully the town has already done the research and planning involved and if there is a declaration the work can begin immediately

Brad Frost mentioned that Oxford Fire has a Suburban and Scott Parker is working to get three radios to help make this vehicle a Central County IMAT vehicle.

Mike Hatch informed us of rewritten guidelines for hospital drills which appear to require full scale drills every year.

Michael Hughes from Hebron Academy was unable to attend, but sent an update on the construction via email. The lot is in the process of being cleared. The clearing involves 40 blasting days of which there have been 8. In addition, Michael offered to host the next LEPC meeting at Hebron Academy.

j. Location and Timing of Next Meeting
The next meeting will be at Hebron Academy on September 25th at 4pm.

k. Adjournment
Mike Hatch moved to adjourn and Bill Hussey seconded the motion. Vote: approved.
