LEPC Minutes, 25 July 2006The Oxford County Local Emergency Planning committee met Tuesday July 25, 2006 via teleconference. The following members participated:
I. Call to Order The conference call meeting started at 11:02 AM with Scott Parker presiding from the SERC meeting in Augusta. II. Approval of Minutes Because we did not have a quorum we could not approve the minutes from the last meeting. III. Old Business a. NIMS Implementation Status Scott reminded everyone that the September 30th deadline is coming up. Three towns have completed the 72 questions and have submitted them. Two more have completed the questions and have been contacted to submit them, and six towns have started the process. Scott and Allyson are available to help with answering the questions and entering the results. b. County EOP status The EOP plan is done and Sue Gammon will be taking it to the printer tomorrow. The plan will be out in draft form this year and the final version next year including the hazmat and pandemic annex. Members will get a copy on disk the first week of August. c. CERT Team Status and Training Fryeburg’s CERT team has graduated and has had training in operating shelters according to Allyson. She also gave the list of CART training dates and CPR training will be coming the end of August. CERT training starts at Oxford Hills Comprehensive High on September 13TH. Mike Hatch reports CERT training is coming to Sacopee Valley this fall also. IV. New Business a Treasurers report Members reviewed and commented on the report but did not vote on it because of the lack of a quorum. Scott noted one of the expenses was the purchase of HazMat reference books for the new IMAT vehicle. b. Chemical Spill Report Mike Hatch mentioned the spills seem to happen during distribution. Kara will follow up and explain what happens after the spills with the DEP. c. Training Scheduled for June and July Members looked at the list that was e-mailed to them. Mike Hatch adds that he has even more in the planning stages. Scott reports from the SERC meeting that there have been no cuts to the training fund budget. There was talk about the rumor that fire depts. will be required to be trained to Operations level. Scotts says there is no money to train all departments to that level. d. 7th Annual HazMat Team Challenge at HazMat Conference Allyson told us about the New Page team winning awards at the Challenge. More details are available on the EMA website. e. Pandemic Information Checklist and changes on Website. Allyson has the Pandemic info and posted on the website. f. Other items Scott says the Mass Casualty trailer and the York County Command vehicle will be stationed at the Oxford 250 the weekend of July 29th and 30th and will be good training. Scott reports that FEMA may change the credentialing requirements for fire departments. When he knows more he will pass it along. He also says the new ID card system should be up and ready to use by next week. Dispatch has the Spillman system loaded and is training on it. John Woulfe reports that Brookfield Power Company has bought the hydro plant in Rumford and has told him of changes that they will be making. g.
