July 19, 2007 Exercise Meeting Minutes

Organizations represented: Oxford County EMA, Androscoggin EMA, United Ambulance, Auburn Fire Dept., Med-Care Ambulance, Oxford County RCC, Tri-Town Rescue, 11th CST, DST #4, Canton Fire Dept., Canton EMA, Tri-County EMS, NorthStar Ambulance, Franklin Memorial Hospital, American Red Cross, Androscoggin Radio Amateur Civil Emergency Svc., Androscoggin Sheriff Dept., Amateur Radio, Androscoggin COBRA Team/Bridgton RRT, Maine DEP, and Regional Resource Center.

There will be an exercise planning meeting on August 7, 1 pm, at the Canton Fire Department. The next exercise meeting will be on August 16, 5pm, at the Canton Fire Department.

Ø      There was a pre-meeting held to discuss ways to prepare EMS crews for the exercise through MCI modular training. Other pre-meetings can be held over the course of the planning period to prepare other groups for the exercise.

Ø      The location for the October 20 Table Top will be at the Canton Fire Department.

Ø      Goals & Objectives:

If anyone has any ideas or modifications, let us knows as these can be changed.

It was discussed how the Hazmat and WMD scenario would be a different situation to different players. It also is an annual requirement for WMD teams to exercise.

The objectives will require all three counties to work together and do things not normally in their realm; they also have to share a single EOC, perhaps in Androscoggin County.

 It was discussed to include Stevens Memorial Hospital in the exercise so that all 5 hospitals in the Tri-county area would be used. The MCI portion of the exercise would include both clean and dirty patients, working in the DST.  Hazwhopper Teams at local hospitals would be used during this exercise.

The EMS community will be offering some training to work on planning, leadership, and the step up to MCI training in preparation for the exercise.

Some questions came about as to how hospitals would deal with the contamination, EMS having to wear PPE, and how the time lapsing in the WMD would work during the exercise. It was also mentioned how important chemical ID would be to the exercise.

Ø      A small exercise planning group is in the process of being formed. Anyone who wants to join, please let us know. The first meeting will be August 7, 1 pm, at the Canton Fire Department.

Ø      Over the next 15 months multiple opportunities will be available for training such as IS 300, MCI training, and other exercise enhancers.

Ø      Conops frequencies – state says all 6 frequencies should be in radios. If you don’t have them in your leaders’ vehicles, we may be able to fund them through the exercise. We need to know this prior to the October 20 Table Top.

Ø      There is no backup system for other groups such as hospitals and shelters, but the ARES teams will be able to help out with traffic control points.

Ø      Start thinking about your plans because we will be sharing them and you will need to bring them to the Table Top.

Ø      The location for the exercise has been decided to take place in the town of Canton. More specific details on the location will be available at the next meeting.
