LEPC Minutes, 30 January 2007The Oxford County Local Emergency Planning Committee met at 4:00pm Tuesday January 30, 2007 at Rumford Power. The following were in attendance:
I. Call to Order The meeting was called to order at 4:01pm by Chairman Scott Parker. II Approval of Minutes Members reviewed the minutes of the November 28, 2006 meeting. Elisha Hodgkins moved to approve the minutes. Ray Seames seconded the motion. Vote: approved. III. Old Business a. CERT Team status and Training Scott reports that Tom Standard is the EMA director for Sumner, Hartford and Buckfield. He wants to start a CERT team to staff shelters in that area. Instead of the usual nine weeks they will be doing the training on two Saturdays, April 14 and 28, 2007 at Paris Fire. IV. New Business a. Treasurers Report Scott explained the funds for training first responders comes from the fees paid by facilities within our county for the chemicals contained and utilized by those facilities. Ray Seames moved to accept the report with a second from Rich Hatch. Vote: approved b. Chemical Spill Report A spill at Johnston’s Radiator in Norway on January 30, 2007 was the only one on the report. EMA office will check with RCC to be sure all of the spill reports are forwarded to the EMA because there are usually more on the list. c. Training Scheduled for February / March Members looked at the schedule and Scott made note of the Public Safety Conference March 10 and 11. This conference is for first responders and is a weekend packed with useful workshops and classes. More information is available on the County EMA website. d. Exercise Programs - Functional. Rumford Hospital and OHCHS The functional exercise in Fryeburg will be taking place Saturday, February 10th at Molly Ockett Middle School and the full-scale exercise will be held on May 19th. Rumford Hospital is planning for a 15 patient drill in June, and Oxford Hills Comprehensive High School is planning a drill for late September 2007 that will involve a shooter, as well as a lock down and complete evacuation of the facility. e. Planning - EHS facilities (Annual Drills / Plan Updates) EOP’s Scott asked members to check the County EOP disk that was distributed last September and forward corrections and suggestions to the EMA office. He also reported that EHS facility Paris Farmers’ Union has moved their extremely hazardous substances out of Oxford County. f. Membership - Shane Dwyer, Rumford Power Shane has applied for membership in the LEPC. Elisha Hodgkins moved to approve his application with two seconds, one from Kathy Bonney and another from Allyson Chase. Vote: approved g. Membership - Robert Hand, PACE Ambulance Robert Hand has applied for membership in the LEPC. Elisha Hodgkins moved to approve his membership application. Pat Welch seconded. Vote: approved h. LEPC Funding for half-time Position -FD/Spillman support John Woulfe explained that the grant for the Spillman software did not come with funds for a data entry person, that portion was denied in the original grant. The possibility of using LEPC clerk grant funds for the data entry clerk was discussed. i. New EMA Position - 1 July (update workspace) Scott reports that the funds for a new person in the EMA office were approved by the County Commissioners and they will begin July 1st. The workspace for this individual needs to be updated. The computer needs additional RAM and new software, as well as a monitor and a new chair. The cost will be approximately $800 to $900. Elisha Hodgkins moved and Jamie Robinson seconded a plan to use money from the LEPC Administrative funds to cover these costs. Vote: approved j. 3-day CAMEO class funding Scott reports that there will be a class in Boston to train persons to train others on the CAMEO software. Tuition and room and board is approximately $775.00. The EMA office has applied for a scholarship to help with the cost of tuition. Elisha Hodgkins moved and Kathy Bonney seconded a plan to have the LEPC pay the remainder. Vote: approved k. Fire Extinguisher Training - Bullex Update Scott advised us that Brad Frost at Paris Fire applied for a grant to cover the cost of the equipment. l. Membership letters Letters went out to five members who did not attend a meeting in the last year. Three have responded that they would like to stay on. A final reminder will be sent to the remaining two members requesting response. m. Location and timing of 2007 Meetings At the November meeting it was discussed possibly making changes in the number of LEPC meetings. Switching to a quarterly meeting was discussed at this meeting also. Rich Hatch moved to leave the meetings on the last Tuesday of every other month, Elisha Hodgkins seconded. Vote: approved The next meeting will be held on March 27, 2007 at 4:00pm. The location has not yet been decided, possibly at New Balance in Norway or Stephens Memorial Hospital also in Norway. Scott encouraged members to invite others who could benefit or contribute to LEPC meetings to attend. He also reported that Franklin and Androscoggin counties will participate in a May 2008 exercise possibly in the Canton area. Currently, we have 58 CERT team members who have completed training and background checks and are part of the County Team. Eric Lynes from the Red Cross reports they have been busy with their Disaster Action Teams. They will be training forty people in Augusta on February 26th to set up shelters and assist the Red Cross. The good access to the ARES communications trailer and housing at Paris Fire were mentioned. This past weekend tests were made from the different hospitals, staging areas and other locations that will be used during the Fryeburg drill in May. It worked! Kathy Bonney reported on efforts to plan for surge capacity at SMH in the case of a pandemic. n. Adjournment After a tour of the Rumford Power control room and generators Rich Hatch moved to adjourn the meeting. Ray Seames seconded.
