LEPC Minutes, 29 January 2008

The Oxford County Local Emergency Planning Committee met on Tuesday arch 25, 2008 at Ripley Medical Center in Norway. The following were in attendance:

I. Call to Order
The meeting was called to order at 4:00 PM by Chairman Scott Parker.

II. Approval of Minutes
Jamie Robinson moved to accept the minutes and Ray Seames seconded the motion. Vote: Approved

III. Old Business
a. NIMS

Scott Parker reports that 12 out of 34 towns are 100%, 10 are at 92% and 3 are between 60 and 90 % compliant. NIMS compliance is tied to federal grant dollars. There is a comprehensive list of grants tied to NIMS compliancy on the EMA website at http://www.megalink.net/~oxctyema/nims.htm . Compliance also affects a municipalities HazMat training eligibility.

IV. New Business

a. Treasurers Report
D
ick Knight motioned to accept the Treasurers Report and Jamie Robinson seconded the motion. Vote: Approved

b. Chemical Spill Report
Members checked the spill report submitted to the LEPC from the RCC, and the spill report provided by Kara Walker of the DEP. Kara will be looking into the chemical spill at NewPage from this month and a 250 gallon oil spill in Paris.

c. Training Scheduled for January/March
A yearly schedule is being created for Awareness training throughout the year in all regions of the county. A similar schedule for Operations training may also be created.

d. Exercise Programs – SAD 72 Drill
Scenario will be a shooter in the Middle School, and teachers from all 4 schools in the district will be there to review their own plans. The drill will be open to observers, just contact the EMA office prior to doing so.

e. Exercise Programs – Western Maine Regional 2008 Exercise
There will be a hazmat meeting after the LEPC meeting to discuss the progress of the teams and training. MCI training is also in progress throughout the timeline of the exercise. This exercise will also incorporate sheltering with people and pets, a nursing home evacuation, and two SAD’s will be involved.

f. Exercise Programs– EHS Facilities
All 6 EHS facilities will be participating in some form of exercise in 2008, details in scheduling are still being worked out for some. Smaller facilities may only require a Tabletop, while the larger facilities may require a full drill.

g. Exercise Programs – 2009/2010 Schedule
A tentative drill schedule was handed out.

h. Oxford County Tier II Reporting Presentation
Teresa Inman did a short presentation on EPCRA and Tier II reporting. This presentation highlighted current State and Federal laws for reporting, annual reporting schedule, types of fees, exemptions, chemicals in Oxford County, and the local uses of the report.

i. IMAT Type 4 Team
The IMAT Team is being further developed in the County to include new member. New members will be able to support the Team after the first 24 hour operational period.

j. Regional ARC Shelter Planning Update
1 Survey is left to be completed and then the county will be at 100%. Scott Parker recently met with the Superintendents of the schools to discuss practicing shelter set-ups. Non-disaster sheltering is also being looked into in the event a localized event happens and the decision is made to not close a school to be a regional shelter.

k. & l. Basic Hands-on CAMEO and One Plan Class
Mike Hatch motioned to accept the payment of the CAMEO and One Plan class for Teresa Inman in Boston. Shane Dwyer seconded the motion. Vote: Approved

Other Business: Brad Frost of Paris Fire will be hosting a Fire Grant Workshop on March 18th

m. Location and Timing of Next Meeting
Rumford Power Associates will be hosting the next meeting on March 25th at 4 PM

n. Adjournment

Allyson Hill motioned to adjourn the meeting. Dick Knight seconded the motion. Meeting Adjourned at 5:23 PM
