2009/2010
Hazard Mitigation Plan UpdateIn 2003/2004 each town’s leadership participated in several meetings and the planning process to create a Hazard Mitigation Plan for Oxford County which was approved by the Federal Government on April 15, 2005. The plan is federally required to be updated every 5 years for our towns to remain eligible for Hazard Mitigation Grant Program (HMGP) opportunities. Therefore, in conjunction with FEMA staff members Aaron Sines and Jim Bruni, who may have already met with towns about projects, and the Androscoggin Valley Council of Governments (AVCOG), we have begun the update process.
We have scheduled three kick-off meetings to facilitate this process and hope each town’s leadership (Town Manager and/or Selectpersons), along with their road commissioner, local EMA and fire chief will be able to attend one of the three scheduled meetings listed below. At this kick-off meeting we will be reviewing the Mitigation Plan update process with AVCOG and looking at the first few updated projects from towns that have previously met with the FEMA representatives. In addition, we will begin reviewing and updating the hazards table and identifying town specific hazards, and reviewing the new, easier to use structure of the plan.
We would also like each town's assistance in informing the public of these meetings and this process by linking your town website to ours, posting a list of the meetings in your town office, etc.
In Oxford County in the last 4 years we have received over $275,000 in Hazard Mitigation Funds due to our communities participating in this planning process by identifying mitigation actions and participating in Grant workshops.
Please RSVP via this form and let us know which of these kick-off meetings your town representatives will be attending. Also, be sure to fill out the contact information for your town and fax it back to our office as soon as possible and we will be sure to direct all future correspondence to the individuals noted. Please don’t be the one town in Oxford County who will no longer be eligible to receive FEMA Mitigation funding.

Authorized under Section 404 of the Robert T. Stafford Disaster Relief and
Emergency Assistance Act, the Hazard Mitigation Grant Program (HMGP)
administered by the Federal Emergency Management Agency (FEMA) provides grants
to States and local governments to implement long-term hazard mitigation
measures after a major disaster declaration. The purpose of the program is to
reduce the loss of life and property due to natural disasters and to enable
mitigation measures to be implemented during the immediate recovery from a
disaster
Hazard mitigation planning is an important aspect of a successful mitigation
program. States and communities use the hazard mitigation planning process to
set short and long-range mitigation goals and objectives. Hazard mitigation
planning is a collaborative process whereby hazards affecting the community are
identified, vulnerability to the hazards are assessed, and consensus reached on
how to minimize or eliminate the effects of these hazards. In recognition of the
importance of planning, States with an approved enhanced State Mitigation Plan
in effect at the time of disaster declaration may receive additional HMGP
funding.
