Fryeburg Full Scale Goals

Goal 1
A command structure shall be established to control and
coordinate the activities of all local response organizations and mutual aid
agencies for a successful outcome of the event. Objectives shall be:
1.
Establishment of the ICS system with the first responding units.
2. Expanding
the ICS system with the scope of the response and the scale of the incident.
3. Provide for
the span of control of the incident.
4. Coordinate
with the fair management and facility security forces.
5. Operate a
Unified Incident Command Post as the incident evolves in size and scope.
Goal 2
Provide a system for the rescue of people, triage those
injured and overall control of a mass casualty event. Objectives shall be:
1.
Provide the proper level of protective clothing for rescuers to conduct
immediate rescue and life safety.
2. Provide an
emergency medical triage system for the treatment and care of exposed and
injured patients.
3. Provide for
the protection of EMS personnel to handle and care for people exposed to a WMD
product.
4. Implement a
mass casualty system with local responders and the area hospitals.
5. Coordinate
between emergency services and hospitals for patient loads, trauma care and
decontamination capabilities.
Goal 3
All exposed people, both from the public and response
organizations, shall be correctly decontaminated in a timely manner. The
objectives are:
1.
To set-up and perform both gross and formal decon operations.
2. To decon the
public exposed to a release of a chemical or agent.
3. Provide for
the decontamination for hazardous materials responders who have operated in the
hot zone.
Goal 4
Local Law Enforcement shall establish and provide security
zone and protection of the public. Objectives are:
1.
Insure site security is established for responders and provide protection
of a crime scene.
2. Provide for
the control of a massive self evacuation from the property.
3. Simulate
conducting an evacuation of down wind areas as required by release of any
dangerous products.
4. Establish
time frame and resources for such an evacuation.
