The Oxford County Local Emergency Managers met on Thursday, February 26, 2009 at
the Oxford County EOC in South Paris. The following were in attendance:

WebEOC 7.0
There have been many updates since the last Local EMA
meeting. You are able to post to boards labeled with blue + signs. If you have a
board open it will automatically update. If it is not open the board name will
turn red when there are new updates. If you are unable to log into WebEOC you
can call 211 for information on shelters open in your area. If we open a shelter
in Oxford County it will be announced to the RCC and put out over County Fire
and County Prime. It was also noted that during storms and potential disasters
we should urge local radio stations to remind citizens to call 211 for shelter
information.
Town Grant Opportunities & Assistance
Towns must be NIMS compliant to participate in all upcoming grant
opportunities. It seems one of the challenges lately is updating or creating a
town plan. There is a template available on our website at
http://www.megalink.net/~oxctyema/forms_manuals.htm and Teresa in available
to assist towns with their plan. We have also received a HSGP grant for a
planner. This grant was applied for with the SAD’s in mind, but the individual
that we hire will also be available to assist towns.
There was an AFG workshop on Wednesday, February 25th
in the County EOC. This was a very informative and well attended workshop. They
have added one additional category this year, making available $210 million
dollars for fire station renovations and rebuilds.
For last months round of P-25 radio set grants, we
submitted 10 and received 10. The set includes 2 portables and 1 mobile. MEMA
has offered up another round of P-25 radio set grants for the upcoming month.
There are 115 sets available and guidance will be forwarded out to you as we
receive it. Look within your entire town for radio needs (Town Office, Local
EMA, Road Foreman, etc).
Our office will also be putting together a prioritized list
of facilities that should be equipped with a control panel/box for a generator
hook-up. MEMA will be sending out guidance for control panel/box grants in the
next few weeks. Skip suggested looking at elementary schools and Bonnie
suggested checking into the Norway Armory. Please send your facility
suggestions to Scott, and where possible, look into non-school options.
If you are not NIMS compliant with the NIMSCAST assessment,
please contact our office. If your compliance is short due to training and you
have a plan, but are not quite there, let us know.
2009 Full Scale Exercise
August 16th is the first responder portion of the exercise
August 23rd is the sheltering portion that will
bring CERT, CART and ARES into play
Late September we will stage the ACS (Acute Care Site)
portion of the exercise
We will be reaching out from the initial group of first
responders to the next ring of towns for support during the functional and full
scale. During April vacation, Skip will be setting up the shelter at OHCHS and
then mapping the set-up with the CAD program.
On March 21st we will host a tabletop on the
Androscoggin flooding. Participating towns are from west to east, Gorham, NH to
Canton. The tabletop will be focused on recovery working with Town managers and
Local EMA’s beginning 72 hours into the event.
Hazard Mitigation Plan/Process Update
MEMA has submitted a grant to the federal government for every county
to conduct a plan update. We are in the beginning stages of updating our plan
that must be ready for submission by the end of 2010.We will be creating a
timeline and scheduling meetings to come to your town over the next 6 months.
IMAT Team
The team has been having bi-monthly meetings and deployed for the
NEPW fire in December. Since the deployment, the ARES trailer has been added to
the mix as a resource for the team.
LEPC Update on Reporting Facilities
within Oxford County
Reports are due on March 1st for the 2008 reporting year.
In 2007 we had 94 facilities report and as of this meeting we are at 111
reporting facilities for 2008. Facilities are required by law to report and the
Tier II reports can be used as a resource for Town planning. If you receive an
electronic copy of a Tier II and cannot open it please contact Teresa and she
can get you a paper copy. An EPA handout was given out at the meeting, if you
would like a copy sent to you, please let us know.
The money paid to the state from facilities comes back to
our county to pay for training of first responders.

PA and IA Review
Information on PA and IA was handed out at the meeting. This

FY2009 Requirements
The training requirement for FY2009 is ICS-400 training for all
public safety leaders. We will be scheduling another 400 class before September.
State level credentialing is in the works and we will forward out information to
you as soon as it is received.
Other Items
Let us know if the fan-out call did not reach you and we will update
your information.
If your power is out, please call CMP and let them know. If
everyone on a road calls in the outage it gives a more accurate picture to the
power company as to how many customers are out of power. If you have a road that
needs to be reported and no one can call, call Scott and he can contact CMP and
report the road and help CMP to prioritize their workload. Pole numbers are an
easy way to identify outages when the road name is in question.
