Thanks for the anti-smoking web page.

Here's a suggestion for sparing us non-smokers the some of the ill 
effects of others' smoking.  Tax each pack of cigarettes, and include
in each pack a little coupon -- just the way Raleigh cigarettes used to 
do.  Maybe a dollar or two per pack.  People who become sick from their
smoking habit can just trade in the coupons, dollar for dollar, towards
their medical expenses.  Teenagers, the segment of our population most
susceptible to tobacco ads and peer pressure, would be mightily 
discouraged by the higher price.  Those who manage to persist in smoking 
would just be making a down payment on future health care expenses.
