State Homeland Security Grant ProgramState Homeland Security Grant Program supports the implementation of the State Homeland Security Strategy to address the identified planning, equipment, training, and exercise needs for acts of terrorism. In addition, SHSP supports the implementation of the National Preparedness Goal, the National Incident Management System (NIMS) , and the National Response Plan. MEMA administers Homeland Security Grants in Maine. Since 1999, more than $70 million has been distributed to enhance homeland security and all-hazard preparedness across the State. Grant funds are administered with the assistance of a multi-jurisdictional, multi-disciplinary review team. Grant priorities have been established in concert with Maine's Homeland Security Strategy. As federal funding levels have decreased, Maine has established a competitive model to distribute funds based on the current strategy and priorities. Those priorities include interoperable communications, shelter and recovery, public awareness, training and exercise.
