Western Maine Regional Exercise Goals and ObjectivesGoal 1: Assess the ability of first responders to establish a Incident Command and a Unified Command Structure in response to a large WMD/Hazmat incident.Objective 1: Demonstrate the ability to establish the ICS, locate, and identify a command post, Incident Commander, Safety and Decon Officers Objective 2: Demonstrate the ability to expand into a Unified Command Structure as outside agencies arrive on scene. Goal 2: Assess the effectiveness of a single EOC (Command Vehicle) when three counties are involved with a WMD/Hazmat Incident and MCI.Objective 1: Demonstrate that the EOC is adequately staffed to handle a large multi-county incident. Objective 2: Demonstrate communications between the Unified Command and the EOC. Objective 3: Demonstrate communications between the 5 hospitals and the Unified Command and County EOC. Goal 3: Assess the ability of multiple EMS’s organizations and 5 hospitals to respond to a mass casualty incident involving an unknown chemical exposure.Objective 1: Demonstrate the ability to treat and transport 80 victims with an unknown chemical contamination, to 5 local hospitals. Objective 2: Demonstrate each hospital’s ability to identify and effectively treat up to 20 victims, including walk in victims. Objective 3: Assess communications of victim’s symptoms, treatment, and transport between EMS and hospital. Objective 4: Demonstrate the ability to implement a mass casualty system with local responders and the area hospitals. Objective 5: Coordinate between emergency services and hospitals for patient loads, trauma care and decontamination capabilities. Objective 6: Designated EMS Service Demonstrate the ability to provide direct team support to each deployed hazmat team. Goal 4: Assess the ability of Two Regional Response Hazmat Teams and Decon. Strike Team to work together to identify an unknown hazardous material and conduct evidence collection procedures.Objective 1: Demonstrate the ability to notify and mobilize three teams. Objective2: Demonstrate the ability to incorporate three teams into a Unified Command Structure. Objective3: Demonstrate the ability to identify and mitigate an unknown Hazmat. Objective 4: Demonstrate the ability to conduct evidence collection procedure in support of law enforcement maintaining integrity of scene and evidence collected. Objective 5: Demonstrate the ability to set-up and perform both gross and formal Decon operations for civilians and hazmat teams. Goal 5: Assess the ability of the State Police, County Sheriff’s and local law enforcement agencies to work together and deal with a terrorist and WMD in the Hot Zone of a Hazmat Incident.Objective1: Demonstrate the ability to incorporate all law enforcement into the Unified Command Structure with Fire, EMS, and Hazmat Teams. Objective 2: Demonstrate the ability to capture and control a terrorist within the Hot Zone of an incident. Objective 3: Insure site security is established for responders and provide protection of a crime scene. Objective 4: Provide for the control of a massive self evacuation from the property. Objective 5: Simulate conducting an evacuation of down wind areas as required by release of any dangerous products. Objective 6: Establish time frame and resources for such an evacuation. Goal 6: Assess Three County Dispatch Centers ability to handle a large number of calls and requests.Objective 1: Demonstrate the ability to maintain contact with responders, Unified Commands, County EOC, and other County Dispatch centers. Goal 7: Assess the ability of schools and nursing homes to evacuate and shelter in place during a hazmat incident.Objective 1: Demonstrate the ability to evacuate a school to a shelter during a hazmat event. Objective 2: Demonstrate the ability of a nursing home to shelter in place during a hazmat event. Objective 3: Demonstrate the ability to communicate with local businesses during a hazmat event.
